Where did that saying "I before E except after C" come from?

It is I before E EXCEPT AFTER C OR WHEN SOUNDING LIKE A as in Neighbor or weigh. So take reign and neighbor off your list. Anyway you know how many words it DOES apply to? There are a few exceptions to EVERY spelling rule.
