Why do a lot of Democratic senators and congressman feel the need to rant and rave during a speech?

Maybe its just me honestly maybe it is!! But ive seen pure hissy fits thrown by the likes of Teddy, Harry, Nancy and Johnny on the spot Murtha. Especially when they dont get their way. Whats up with that?
